Mr. Charles Booto à Ngon has been the Director General of the Standards and Quality Agency (ANOR) in Cameroon since 2009. He was elected on December 6, 2020 as Regional Councilor for the Center Region in Cameroon for a five-year term. In the context of quality and standardization, he has been Vice-President of the Institute for Standardization and Metrology of Islamic Countries (SMIIC) since …. and has served as Vice-President of the Normalization and Francophonie Network (RNF) since 2014.

Charles Booto in Ngon has nearly 22 years of experience in the fields of quality, standardization, harmonization of technical regulations, alignment of conformity assessment systems, market surveillance, legal and industrial metrology, consumer protection. In this context, he has held senior positions in regional and international standardization bodies: he was notably Coordinator of the FAO/WHO Codex Alimentarius Committee for Africa from 2012 to 2016, Vice-President of the African Organization for Standardization from 2012 to 2016 and finally President of the African Organization for Standardization (ARSO) from 2019 to 2022.

During his career as a civil servant at the Ministry of Industrial and Commercial Development -MINDIC (currently Ministry of Mines, Industry and Technological Development -MINMIDT) of Cameroon from 1986 to 2009, he rose through the ranks of attaché to the Directorate of Industry in 1986 following his integration into the civil service as a statistical engineer to Head of the Standardization and Quality Division from 2006 to 2009. In this context, he actively contributed to the development of Cameroonian legislation on standardization (1996 law on standardization) and establishment of the Cameroonian system of standardization and quality. He was in this case the Coordinator of the Technical Secretariat of the National Codex Alimentarius Committee (2005 to 2012) and Coordinator of the Technical Cooperation Programme in the CEMAC sub-region in the field of Food Safety (2008-2010).

In addition, Mr. Booto à Ngon is a member of the Cameroon People’s Democratic Movement (CPDM), in which he exercises the functions of President of the Communal Commission in the Bafia subdivision, member of the Departmental Commission of the Central Committee of the CPDM for the Mbam and Inoubou Division. As part of the implementation of the decentralization of the State, he was elected on December 6, 2020 for a five-year term as Regional Councilor representing the traditional command of Mbam and Inoubou of the Centre Region.

He holds a master’s degree in economics, a Specialized Higher Studies Diploma in project evaluation analysis and numerous specialized technical training certificates in standardization, quality, metrology and conformity assessment. He holds several distinctions, in this case Grand Officer of the National Order of Valor of the State of Cameroon. He is married and the father of three children. His e-mail is: bootoangon@yahoo.fr.
